(*=Doubtful in any case, as this shocking event transpired in Belgium.)I think it's pretty likely most or all of these people know they're supposed to be covering their mouth and nose and aren't doing it because it's not being enforced. See the guy at the end who pulls his mask into the proper position when he notices he's being filmed

Which means we'd need to move from "only doctors, nurses and bad people wear face masks" to making them more or less mandatory. But that won't be the last U-turn, I guess.

I don't see anyone not wearing a mask at all in that video, which suggests to me that they're required to have one. But nobody is forcing them to wear it properly, so they're doing that thing people do when they're given an order by someone who doesn't really care
