Conspiracy Brain says that it suddenly makes sense that they let for-profit companies paywall taxpayer-funded science so that taxpayer-funded institutions sell it back & forth above the grubby hands of the public Standard Brain says no, that's probably just more incompetence

To be clear, I think most things that look like a conspiracy are just one passably competent entity interacting with a totally incompetent one according to incentives that were mismatched enough to allow one to thrive in incompetency in the first place

I'm sure foreign-owned Elsevier even locks the DoD out of half their own sponsored research (no institution has access to ALL the obscure journals). I'd prefer malice 'for the greater good' to that level of incompetence.
