You're probably right about perceptions, but I think the FDA represents the greater negative, impeding development of both testing and treatments.

From 2016, this is a good account of *some* errors made by the CDC and covered up. The FDA is also arguably bloated. In addition, both agencies have been misguidedly focused on social-justice alarmism (i.e., "OPIOIDS!"). The assumption that Trump is all of the problem will stick around after his exit from office. We will be looking for a villain. The scapegoating (not that he's not uniquely awful) will give people a false sense of closure.
