As far as I can tell, this is very largely the point of a government — to provide resource bandwidth and cooperation incentives where the standard cooperation/incentive problems occur

I find terrible that it was still possible until very late to buy masks from the US. I would have expected all countries in January to check their stocks and, if they’re low, to ban their exports and buy them themselves.
