Today's #coronavirusUK update was really heartening —
Govt advised strict measures of avoiding all non-essential contact.
Not forced.
In other words: when the outcome really matters, we are being trusted.
They will enforce if necessary (reasonable!), but expect it not to be.

"They will enforce if necessary (reasonable!)" Only related to individual instances when people engage in careless *criminal* behavior. "We" are not a hive-mind collective. I think we're already beginning to see overreach.

Plenty of people drive drunk, use electronics while driving, etc. and harm noone. Some kill children. At a certain point you have to decide where to create and enforce community rules of engagement to avoid moral hazard. They're not easy lines to draw on low information.

This case is much trickier, because transmission chains amount to a group of people inadvertently and more-or-less unknowingly cooperating to maim or kill the weak and old. The path between going out for a few beers and killing a diabetic two towns down is totally obscured.
