Do you think interstate travel or inter-city travel could be restricted? I regularly cross between Oregon and Washington for work and move through Oregon to care for family.
There are lots of complicated legal reasons that I don't really understand that would make this very hard to do officially. But if planes are grounded and roads are closed, that could be the functional result.
