They think that "ownership" is/should be stewardship, paid in status. If Bob has a gizmo, then that means that everyone in the community can use the gizmo when they need to, Bob just does all the maintenance on it, which earns him bragging rights.

In legal terms, they think everyone has at least usufruct of the gizmo, or perhaps some sort of lien. This makes formal ownership sort of meaningless, since the owner couldn't sell or wreck the property without the others' assent.

You're effectively arguing that national-scale social democracy is impossible in the 20th century without imposing all sorts of contrived, top-down rules to reduce the complexity of planetary society or implode trying.

Your politico-ethical angle is only one dimension to the broader systems analysis here... There has to be an exit tax, otherwise the whole vision doesn't work. And so it goes for many other aspects of the nationally drawn socialist vision. It's out-of-scale with the world.

Property itself isn't anything other than consensus (rarely universal but generally plural) within a society. If you divorce the society in which that property was not only acquired but outright *defined*, it hardly defies reason to make an assessment.

Current taxation allows indefinite deferral for wealthy. See "Buy, Borrow, Die." If taxes have been deferred this way for a long time, and the citizen wants to leave, it makes sense to collect these "back taxes." I don't know if that's the structure of the tax proposed, however.
