Why do you think the water systems will be unavailable?
I don't, I think it's *extremely* unlikely that I'll need stored water. But it's also really cheap and essentially the #1 thing you don't want to find yourself without, so the expected value of having it seems high
Water shut-offs & major plumbing issues aren't that terribly common in the US, but people generally fail to consider that infrastructure failures tend to cluster. People who've experienced e.g. significant natural disasters firsthand have better intuitions about this
Extra water in the Bay Area is generally a good idea because earthquakes. For virus in particular it seems less necessary.
