Also the NIH said today that it would take "years" to properly test and approve a vaccine for COVID-19, despite receiving an application for a vaccine from a biotech company, and expecting more shortly, and that the vaccine would not be "ready for this particular pandemic".

The test itself is relatively simple, there are facilities in every major metro that could test 100s per day and establish baseline, then monitor, but: Sampling is a complex issue. Pre-analytical biosafety is critical. Nobody's asking for help, or offering to cover costs.
