I think this is it. There’s a core of principled liberals (in the European sense) but perhaps no more than 5% of the population. Because they’re principled, you can persuade them to support you if you can appeal to those principles, but you only need to do that if you’re losing.

Here's how I think of it: the limits of free speech -- or any other liberal freedom -- are conditioned by one's understanding of harm. It is this understanding which has shifted. Also, since one's understanding of harm isn't ideologically neutral, nor can free speech ever be.
For longer than I’ve been alive, conservatives like Buckley, Friedman, Will, Sowell, pointed out over and over that modern liberals in the US weren’t liberal at all. Our founders believed in individual freedom, liberals do not. They just finally realized the charade was over.
