"Bill Gates created the coronavirus" is a conspiracy theory. "China is probably significantly fudging its infection data" is not a conspiracy theory.

It is a conspiracy theory. We are just using “conspiracy theory” for “false conspiracy theory”. People can conspire, that’s exactly what is most likely happening in the higher levels of the CCP right now.

The inevitable charges of racism, xenophobia, and Western arrogance are also annoying, in that they still get predictable traction. China is still a totalitarian state. There should be no question they would manipulate data, without blushing, every time it serves their purposes.

Both are conspiracy theories. One is just more plausible than the other. Even then there is no reason we should assume data fudging on the part of China rather than incomplete data due to limited test kit supplies.
