I suspect that eventually we'll completely un-couple value-generating science from the whole grant system. It's one of about three functions of the university monolith that are slowly being unbundled.
Occasionally I tweet about how ridiculous the grant process is & suggest playing w/ other models (e.g. direct benefactors); the academic-twitter response is generally We Just Need Tweaks To Grants and What About Epstein. 42% represents a massive waste of time on bureaucracy. Dan Pink, a management expert, has a theory that we just need to pay/fund developers/researchers well, then allow them to have free reign to experiment, with autonomy, mastery, and some ult purpose as motivators.
