They could also open multiple campuses. There is no reason all those people need to talk with each other, in person, each day. The cost to build, could be saved in lower cost of commuting and living for the workers.
Building in SFBA is a lesson in corruption. Step 1 is bringing on a team to tell you which rare purview has any workable process, who to cozy up to, which elections present risk. There are developers caught up in 7+ year process quagmires without putting down an inch of concrete.
