"Ideas are inevitable" - there are reasonable reasons to consider this true. But it doesn't specify any duration. It could have taken us an extra 100 years to cure polio And ideas alone are worth nothing. You need idea + the many skills it takes to succeed to all intersect

The two views aren't mutually exclusive. On the one hand, natural talent (e.g. IQ) and trained skills are obviously important. OTOH, if you waved a wand and magically everyone forgot the socialism meme, something very similar would be reinvented immediately. Steam engine time!

Interesting perspective. It sounds as though some ideas are a kind of natural law. Given the same inital conditions of the system(human society without a particular idea) the system converges to a state containing the idea
