For a while, the city's high cost of living and various hostilities were just tricky soil. If you could grow here, you'd made it through a filter. But that only worked as long as the talent found the conditions livable, and the city wasn't doing broad preemptive strikes on tech.

I suppose SF shouldn't shock me anymore, but this does. What about leave to amend? Couldn't a SF bureaucrat done Skip the courtesy of calling them and asking them where to find A3 on the application, or perhaps allowing Skip to resubmit the application w/ the "A3" label?
