There's a magic word you can put in search to get this, but I forget what it is.

it's quoted_tweet_id: and then you can link to the results of the search in a reply (you can also further filter by e.g. min_faves: if it's a popular tweet)

I thought quote tweets were automatically made into replies as well. I guess not. Not sure why they wouldn't do that.

Before QT was a native feature, this is how users were doing it. They would reply, avoid putting an @ sign in front of the reply (which back then broadcasted the reply to the user's timeline), and then said something like: "Agreed QT
@jbs194: I thought quote tweets were..."
