An additional barrier does exist. Medicating someone w/o their consent constitutes criminal assault. Men already have access to lots of drugs that can cause a miscarriage. A safer, more effective drug means better access to women. As w/ firearms, ban the criminal not the tool
There really aren't a lot of drugs that cause miscarriage effectively before they simply land you in the emergency room (usually with a preserved, if damaged, pregnancy).
