No, the logistics & incentives are very different with BC. You could make a similar case with emergency contraception ("morning-after pill"), but the potential for harm is significantly lower. Miscarriage can be extremely traumatic & physically dangerous, esp. in 2nd trimester.

I feel like you're pointing at something like "all medications should be available OTC," and while that's something I appreciate a lot of perspectives on, I haven't been convinced by advocates and I'm not going to be hijacked into a slapshod discussion on it here
