This highlights how misguided it is for a city to ignore dealers & try to make up for it with treatment accessibility. Recovery isn't in the cards for most people who develop a genuine addiction, which is exactly why it makes for a great business for the people selling this shit
How do we combat it? If the recovery rate is so low, we need to focus on prevention. Our current drug war doesn't seem to be stopping it and it comes with some terrible unintended consequences. Do you have any ideas?
Focus on prosecuting dealers, and actually make that a priority. There really are parts of SF where you can find & successfully buy whatever you want in broad daylight — I know people who've done it, repeatedly. Focus on substances with great social cost & ignore DEA scheduling.
