Secession is a territorial issue: it's people 'exiting' a polity but 'keeping the land'. Effectively an annexation by act of (civil) war. Big deal. Mass emigration is not territorial: it's people 'exiting' ... but leaving the land behind. Annoying but not a huge deal.
