Homeowners in SF will riot at any real attempt to let outsiders in or threaten property values, while people hurt by this law will complain on Twitter, but will never under any circumstances organize to vote for anyone else. And people in power know the difference.

is that really it? this looks entirely like regulatory capture and it was probably backed by a political interest group (probably a union) that I assume was flexing with its checkbook. freelancers are by their nature not top-down organized. apparently they need to be.
