I get the sentiment, but isn’t the point not that the freelancer will now be required to be in the office 40 hours per week, but that the employer will have to provide some defined thing (benefits, etc)?
Most businesses that stay in CA & hire contractors now will just have to restructure to accommodate a smaller staff with better benefits. Some will just hire a larger pool of contractors & give each less work. Some will leave the state, I'm sure.

In some industries, particularly re: unskilled work, I suspect we'll see "middle man" businesses emerge that organize contractor labor to keep it legally compliant while taking a cut of pay
