I fully believe the housed can coexist with the homeless if there are some ground rules. A good rule of thumb: what is acceptable for a small child to witness in public? The Tenderloin, currently an open-air drug market, is the SF neighborhood with the largest child population.

Some of those problems can be solved fairly easily and for cheap - open lots of free public toilets and you will reduce defecation on the streets to nothing. Cheaper than street cleanup crew. Will never be done in US, "moral hazard, socialism" and all...

There are actually more public toilets near the Tenderloin than you might think. The problem is that once you have normalized taking a dump on the sidewalk nobody sees the point of using them. People also dump drug paraphernalia down them, so it isn't totally headache free.
