Contact the media, contact lawyers, create a problem. A person rambling incoherently on the street and threatening random strangers with a weapon is not in a good place.

I just want to feel safe when I use public transit and walk around the city. I'm not strong or fast enough to protect myself if someone decides to hurt me. It's terrifying to know that violent, impulsive men are learning that the police are broadly uninterested.

IMO, it's very telling that "significant risk of danger to life or of great bodily injury" is explicitly NOT "good cause" for a permit to be issued if the "danger of harm" is "shared by other similarly situated members of the public."
