Contact the media, contact lawyers, create a problem. A person rambling incoherently on the street and threatening random strangers with a weapon is not in a good place. @SFPD's handling of these cases is not humane, it's negligent.
Record *everything,* file complaints with everyone and their mother, pledge to vote out incumbents down the goddamn line, contact federal agencies if there's any feasible relevance, tell the press you are doing all of that.

I just want to feel safe when I use public transit and walk around the city. I'm not strong or fast enough to protect myself if someone decides to hurt me. It's terrifying to know that violent, impulsive men are learning that the police are broadly uninterested.
Good luck with that. The coordination challenge, public good problem, and inertia will be hard to overcome. Far more effective is just to move. Vote with your feet, get the jurisdiction you want.
