Contact the media, contact lawyers, create a problem. A person rambling incoherently on the street and threatening random strangers with a weapon is not in a good place. @SFPD's handling of these cases is not humane, it's negligent.

Record *everything,* file complaints with everyone and their mother, pledge to vote out incumbents down the goddamn line, contact federal agencies if there's any feasible relevance, tell the press you are doing all of that.

Another woman was assaulted by a man who tried to tear off her dress in broad daylight. She says he told her "the cops aren’t going to do nothing." A man was BITTEN by a homeless man. I just want to feel safe when I use public transit and walk around the city. I'm not strong or fast enough to protect myself if someone decides to hurt me. It's terrifying to know that violent, impulsive men are learning that the police are broadly uninterested.

Unfortunately, case law is quite clear: police owe no duty to individual citizens or even the public at large. And prosecutors have discretion when it comes to bringing cases.

I'm not claiming the police are the ones to sue, nor do I think they're necessarily the ones that *should* be sued.

It might not be that crime, but pretty sure it is brandishing a weapon (PC 417). Police offers are not experts on penal code, but if you can point to the relevant section they are more likely to charge the person with it.
