Don't know how you reduce recidivism w/o lowering the barriers to a tolerable non-criminal life. It's hard enough to beat an addiction, but in SF we're basically asking low-skill people to do that, find 2+ jobs & *still* live in a sardine can apartment in a dangerous neighborhood

What are the base rates of recidivism for the US and Ca? I remember burglary being something like 75% nationally, but it’s been a long time.
