This is what I think has happened and is happening to "imagination." The word no longer denotes the thing we have forgotten how to do. We entertain proposals to boost "imagination" by upping funding to massive, already-well-funded bureaucracies. We chide each other for dreaming.
When the solution is a top-down program, the problem becomes whatever a top-down program can address; language and definitions will change as needed, not from malice, but from a withering of the capacity to see alternatives.
