One off, it depends on whether I wanna go throuugh the local permitting process and on whether it'd be useful to have food/stuff to wear/etc. to give to people — but not much. Long-term I don't want to become an unpaid full-time party planner so I'd probably want to get help

I'd choose Berkeley, because Oakland is pretty good about getting housing built, whereas Berkeley is controlled by NIMBYs
