Maybe some degree of training should be required, I don’t know. But 1,500 hours is insane. You can also spread food borne pathogens as a cook at a fast food restaurant and there is usually a half day course required for that. Cosmology schools have screwed customers & workers
When I was a teen, I volunteered at a horse therapy center for disabled children. I handled the horses. If a child had a violent episode on a horse, it was my job to get the horse away from the child while the counselors got the child away from the horse. 1 weekend of training

It's hard to overstate how dangerous that situation could be. You have a ~1200lb animal that can go into a panic if the wind rustles an umbrella wrong, and onto that animal you're putting e.g. an autistic child who sometimes lashes out physically when he starts to get tired

and the weekend of training actually *was* enough, because even though things could go wrong a million ways, there were only a few things to remember in order to make good judgment calls. After drilling those, you need to do the work in order to develop good safety intuitions.
