I don’t know WHAT we need to do to update SF’s reputation but it is not a particularly friendly place to land with a startup ideas, no money and no connections
Not to be flippant, but where is a *better* place than SF to land with no money, no connections, and a start-up idea?

I think it might be more pleasant to stay where you are and build something first. Maybe have some revenue. Maybe build your connections on Twitter etc. then go

Yep. Land on the internet, live somewhere cheap. Use your spare cash to fly in for monthly coffee meetings if you must
