I think the fear argument is partially true, but should more credence be given to it just being about camouflaging a weapon? The “milkshake” is not obviously a weapon to police, is easily disposed of, the target sounds lame complaining about a “very hard milkshake”. Seems simpler
I'm not sure what you're arguing, here...? Obviously, the intent to cause fear and the intent to cause harm aren't mutually exclusive.
