There are entire locales where the dominant culture is to form fragile alliances (with people close enough to your capacities that you believe you can overpower them) in order to immediately dominate everyone else. It's a terrible way to live & positive sum culture is the way out
If everything anyone else has is something you don't & can't have *because* they have it, you're best off choosing who to like + help carefully & even then remaining suspicious insofar as they can come after what's yours. In these places, people subtly disable even their friends

This is like the relationship between a ruler and their inner circle: everyone else is a resource to be dominated and exploited, keep the rewards and services flowing to your allies, but destroy them ruthlessly if afraid or suspicious, or if you think they feel that way.
