My attempt at a steel-man: If some ideas may be expressed without repercussion, other ideas will become chilled because the person expressing them will feel unsafe. The above fear is rooted in a sense of a double standard: if *your* speech isn't censored, mine will be.

Some people do say this and when it is expressed well it can be a serious point. But I think this was not what the article itself was getting at - the article was trying to say that the Koch types are trying to silence left-wing speech at a more basic level, not as a side effect.
