Incentives are better understood as constraints. That's what they euphemize: a punishing environment. Rewards are secondary. The big problem is that too many people internalize the rules without coming close to hitting the bumpers, bc they're assured that'll be the end of them

Ok this is kind of random, what if predictive algorithms in context of law enforcement were not just applied to apprehend suspects but also put towards identifying citizens approaching grey areas and proactively give them advance notice of (dis)incentives at play for deterrence.
