She says "this is not a critique of congestion pricing per se," but it sure seems like one. CP is meant to achieve enviro goals and improve mass transit equitably, which are GND goals. If she feels it doesn't advance the GND, what could possibly be redeeming about CP in her eyes?
AOC is nothing if not a populist, and nobody likes paying more for something they use every day. You'll notice that the GND is worded to avoid any implication that the median American will actually have to do anything differently or pay for any of this.
