Most schools are arranged such that students move between 5-7 classes daily. If each class has 20-30 students, a teacher might have 100-200 students/year. Does any adult in this system fully understand any one child? If the parents are checked out, the kid's essentially orphaned.

Ok devil's advocate. If only a small portion of teachers that can change a student's life, you know the once in a lifetime kind of thing, is there a greater good served by getting as many students in front of them as possible, or in ensuring maximum exposure of selected students?

Answering my own question here, perhaps it is appropriate to have a kind of “gifted program” for teachers just as we do for students. Those teachers or administrators that exhibit standout traits of say communication or inspiration deserve a special place in our education system.
