I don't think "strictness" is quite the right axis when we're talking about regulatory capture. It can simultaneously be true that FDA requirements lock out almost everyone who'd like to enter the market *and* that those requirements don't effectively filter new drugs

Mason has a point here, but it wouldn't be the FDA mandating this. The funders of the original research could be the ones to push this through, but enforcement would likely land on the publishers, as it has with ethics standards, data deposition, etc.

I recognize that the term “anarcho-tyranny” is heavily freighted with implications, to put it mildly, but it does occur to mind here. And using it gestures towards what fills the void when science discredits itself, and takes bureaucracy with it.
