No. All fascistic movements begin by demanding small obediences. And concession by concession, they encroach. Just as with a sociopath. The reaction against the encroachment must be extreme and clear. Cowardice teaches cowardice and begets further cowardice.
FWIW, the gallery defended the works and refused to remove them. I actually think this "compromise" is a brilliant move on the artist's part — censorship only really works when the redaction itself is concealed.
