If (a) most sustained changes require a change in circumstances (not willpower) & (b) exceptional performers across activities do things qualitatively differently from typical performers, perhaps we should expect "I'll push myself to do more x for better outcomes" to usually fail

If a is "most," if think only just. Could grant most and usually at 51% for sake of argument, in which case I think you're 100% right that your consequent follows your premises.

51% is definitely way under my estimate, although I might be anchoring on salient lifestyle changes that are especially difficult (eating habits, exercise habits, quitting tobacco/alcohol, etc.)
