It should be noted that many of the most prominent examples are large-scale distributed B2C, where it would be impractical (at best) for the regulators/law enforcement to go after either the consumers or producers.

Large companies that need efficient and accurate filters are a more concentrated, more vulnerable, and more risk-averse target.

Historically, large companies have not really "needed" efficient and accurate filters. That's changing, though it's hard to say when which particular straw will break the camel's back —but yes, it's probably still possible to be too early on this
