You claimed that "the truly capable can succeed anyway" — he offered the counter-argument that a Ugandan Einstein is very unlikely to flourish relative to someone in a better environment like CA. "So you think you have it as rough as Ugandans?" is a terribly disingenuous response

I'm sorry, but that wasn't clear to me, and I assume it wasn't clear to Jonathan. He's also not implying innovation isn't occurring there, he's pointing out a widespread idea in economics/philosophy that talent may well be evenly distributed globally while opportunity is not.
