This is literally true, even based on the most conservative estimates of how many active serial killers there are at any given time only a small fraction are ever caught
Any time you're involved with a criminal ring or long-running/spree crime there will be increased risk & enforcement interest. Paying a con to blatantly cheat for you is probably unwise. Getting diagnosed for 50% extended time is essentially risk-free & consequently common.
