A misleading category in fact. "to relieve physical pain" indicates NOT to "get high" but to use the medicine for its original and legitimate purpose.
Yes, I think the colloquial understanding of what “misuse” means covers very little of the potential territory the category (as defined) covers. If you take the minimum dose req’d to relieve or tolerate pain, most people consider that an appropriate use of pain medication
