Misused presumably means outside of recommended dosages.
In this context, it "includes use in any way that a doctor did not direct," which means that it's inclusive of people who buy pills on the street to get high *and* people who redose a valid prescription an hour or two early if their pain returns — IMO, a pretty useless category

A misleading category in fact. "to relieve physical pain" indicates NOT to "get high" but to use the medicine for its original and legitimate purpose.

Yes, I think the colloquial understanding of what “misuse” means covers very little of the potential territory the category (as defined) covers. If you take the minimum dose req’d to relieve or tolerate pain, most people consider that an appropriate use of pain medication
