Any reasonable class warfare would be against the political/professional layer that very effectively prevents *any* large-scale infrastructure projects in the US from cost-effectively reaching the largest possible population of beneficiaries

This is a very confused and uninformed take. The biggest impediments to cost effective large infra are onerous environmental regs, costly ROW acquisition, and private lawsuits. There is corruption in large cities, but it isn’t the main driver and has nothing to do with class.
Onerous regulations and interest-oriented legal obligations, which, as we all know, arise randomly and without any sort of lobbying activity

Lobbying is a reality, but your nefarious “elite” political/professional layer is largely a figment of your imagination (with exceptions like Chicago/NYC). Environmental lobbyists and overactive Fed regulators aren’t lining their pockets by delaying projects.
