Any reasonable class warfare would be against the political/professional layer that very effectively prevents *any* large-scale infrastructure projects in the US from cost-effectively reaching the largest possible population of beneficiaries
Onerous regulations and interest-oriented legal obligations, which, as we all know, arise randomly and without any sort of lobbying activity

Lobbying is a reality, but your nefarious “elite” political/professional layer is largely a figment of your imagination (with exceptions like Chicago/NYC). Environmental lobbyists and overactive Fed regulators aren’t lining their pockets by delaying projects.
