I think there's value in giving a name to a thing so people can get behind it. Viable law can be step 2. If the first version was nuanced, would it have gotten enough attention to have a chance of passing?

You don't actually need to pass a bill to announce that at some point you'd like to pass another bill; if every rep felt compelled to turn the "Issues" section of their websites into an official resolution it wouldn't do the country a lick of good

this is just the left wing Wall. The point is not to get all these things, the point is to get your guy in there to say that your interests are on top. A way of forming an identity and having it represented by powerholders identifying with it and thus you.
