Entire political campaigns have been run on the basis of fewer commitments with more realistic prognoses. If you put "genetically engineer actual unicorns" in there, it would be one of the better specified & more achievable objectives

Most of these goals are laudable — but as a package, completely infeasible. They're not even clearly articulated. There's no policy or proposal here. The only justifiable headline would be something like "Freshman Rep Demands Promise We'll Fix Literally Everything, Somehow"

Couldn’t this be said of all Simple/Concurrent Resolutions in Congress? And given that Republicans control the Senate and the Presidency, a regular bill wouldn’t go anywhere.

Yep, but usually when some lame duck presents a stupid non-binding resolution to recognize the valuable contribution of their state's fisheries to the US economy or whatever the press doesn't treat them like they've just saved humanity from shitty sushi once and for all
