Possibly, but they can’t exercise that meta-skill arbitrarily. You cannot just yell at someone “make your brain do the thing that makes you understand this!” and expect magic to happen.

Ah, a useful tautology for problem decomposition then! I'm pretty sure the issues I've seen in non-coders have the form "cannot add (cannot represent?) the knowlege coders have in the cognitive format they have it" not "have added the knowledge but can't search it".

Put that way, I feel like I've seen this culture war before - the Denial of Subdeliberate Cognition in a Just World. If life were fair, you could do anything with verbal reasoning and anyone could refine the verbal reasoning steps.
