Possibly, but they can’t exercise that meta-skill arbitrarily. You cannot just yell at someone “make your brain do the thing that makes you understand this!” and expect magic to happen.

My model: talent wrt coding (& many other talents) is (1) access to a broad search space + (2) ability to efficiently traverse it. With experience, the search space should grow & search efficiency should improve, w/ chunkiness (& imposter syndrome) where one outpaces the other
The non-obvious thing is that a lot of people seem to have a very hard time either dedicating new knowledge to the search space in a searchable format or searching it effectively after the fact. They can know a lot of procedural information about code w/o being able to deploy it

Ah, a useful tautology for problem decomposition then! I'm pretty sure the issues I've seen in non-coders have the form "cannot add (cannot represent?) the knowlege coders have in the cognitive format they have it" not "have added the knowledge but can't search it".

Put that way, I feel like I've seen this culture war before - the Denial of Subdeliberate Cognition in a Just World. If life were fair, you could do anything with verbal reasoning and anyone could refine the verbal reasoning steps.
