The category “poor countries that seem to produce a lot of coders” is just a list of poor countries with very large populations. Brains suitable for coding are ~evenly distributed while opportunities are not.

Given a few hours & Google access, some people who've never written a line of code in their lives will be able to figure out how to solve FizzBuzz, and some will not. If you just *tell* them how to do it & they write the code, they've become a syntax-translator, not a programmer.

I don't think that's a reasonable comparison. FizzBuzz is a *really* basic programming task that demonstrates only a very basic understanding of how loops & if-else statements work. The comparison I would use is to a "writer" who can copy out a text perfectly but cannot read it.
